Mr. Debasish Panda is a distinguished Indian Administrative Service (IAS) officer of 1987 batch (Uttar Pradesh cadre) renowned for his transformative leadership, pioneering reforms, and steadfast commitment to public service. Hailing from Odisha, with academic excellence in Physics, Environmental Sciences, and Development Management, he has leveraged his vast administrative experience across sectors like finance, health, commerce, home affairs, urban and rural development to drive transformational change at both State and National levels.

Over a career spanning more than three decades, Mr. Panda has consistently championed innovation, ease of doing business, technological integration, and people-centric governance, leaving an indelible mark across every institution he led.

Chairman, Insurance Regulatory and Development Authority of India (IRDAI) March 2022 – March 2025

Appointed to lead the apex insurance regulatory body, Mr. Panda united the sector under the vision of "Insurance for All by 2047" and initiated a comprehensive reform agenda. His tenure focused on enhancing ease of doing business, reducing compliance burdens, and fostering a customer-centric approach in the Indian insurance sector. During his tenure 7 new entities entered the sector across all segments (Life, Non-Life, Health, Reinsurance) after a hiatus of 12 years in life and 5 years each in non-life and health along with first private entrant in reinsurance segment.

Oversaw critical reforms in banking, insurance, and pension sectors. Played a pivotal role in steering financial sector support initiatives during the COVID-19 pandemic, ensuring liquidity and relief measures reached the necessary sectors and segments of society.

1. Transforming the Insurance Landscape (As Chairman, IRDAI)

• Laid the visionary roadmap for achieving "Insurance for All by 2047" to ensure universal insurance coverage across India.
• Unveiled a customer-first, progressive regulatory framework that improved operational ease, reduced compliance burdens, and spurred market expansion.
• 78 regulations were reviewed and consolidated into 26 and more than 370 circulars merged into 12 master Circulars. A 3-year sunset clause in each regulation ensures periodic revisions and dynamism.
• Laid the foundation of Bima Trinity comprising of Bima Sugam (Digital Public Infrastructure in Insurance), Bima Vahak (Localized women centric insurance distribution force) and Bima Vistaar (All in one comprehensive bundled insurance product for basic protection needs).
• Established a State Insurance Plan wherein insurers were assigned specific states or union territories for enhancing insurance inclusion with the support of the State machinery.
• To strengthen the insurance sector, established mission mode teams at IRDAI for implementation of Risk Based Capital (RBC), alignment with International Financial Reporting Standards (IFRS) and implementation of Risk Based Supervision framework (RBSF).
• Championed digital innovation in insurance with revamped regulatory sandbox with 24 by 7 – 365 days access along with a dedicated InsurTech mission mode team at IRDAI.
• Led the transformation of India’s insurance landscape with a strong focus on building an accessible, transparent, and trustworthy ecosystem. Prioritized policyholder protection through key initiatives, including mandating inclusive and customizable products—covering mental health, disabilities, and special conditions like surrogacy. Pioneered multilingual policy documentation and customer-friendly benefit illustrations and customer information sheet to ensure wider accessibility. Strengthened service timelines for underwriting, claims, and grievances, while introducing extended free-look periods, simplified surrender norms, and a robust cashless claims framework. Spearheaded tech-enabled initiatives such as automated surveyor allocation and the policyholder charter, ensuring fairness, speed, and accountability. With the introduction of interest penalties for delays, the regulatory focus shifted from policy issuance to policyholder protection, making “Policyholders First” not just a slogan, but a regulatory standard

• Led historic consolidation of public sector banks, creating stronger, more competitive financial institutions.
• Advanced financial inclusion initiatives like PMJDY and digital payment ecosystems, bringing millions into the formal economy.
• Steered COVID-19 financial sector responses, including liquidity support schemes and emergency credit measures for MSMEs and vital sectors.
• Strengthened the insurance and pension sectors, setting foundations for sustainable growth and resilience.

3. Modernizing Governance and Public Service Delivery (State-Level Leadership)

• Introduced Dial 112, India's largest integrated emergency response system, drastically enhancing public safety and emergency management.
• As CEO of Greater Noida, accelerated urban infrastructure and industrial growth, attracting major investments to the region.
